I am thinking on the lines of... if some day this get extended to the full members (or Zimbabwe gets relegated to being an associate), a potential rival organization versus ZC can come up and fight for recognition with ICC...

I think this decision is the ICCs way of dealing with the disaster that is USACA. USA cricket fans long for administrators with the calibre of Chingoka, Makoni, Bvute, etc. USACA seemingly do nothing and are incapable of even organising a weekend social tournament.
