First we have improve our One day which more important to develop our cricket forward
1)Bring back southern rocks franchise such still more players will be exposed
2)Bring in 4 south African players to all franchises for pro 50 tournament and it should be held in the off season in south African domestic season inclusion of south African players will increase the competition among players and teams such that they are also African native players can gel easily as a team.
3) All Team must have international played coaches
4)Every team should field at least three under 21 players in the squad for future development
5) The pro 50 tournament should be played continuously for 2-3 months with 4 rounds of matches with no change in format during this period
6) After the tournament Zimbabwe A team should be selected and should be played in south african pro 50 tournament after they show good performance in that competition also they should be selected to the Zimbabwe cricket national team wearing the "red jerseys" should not be easy by just few matches in list A competitions they should be fine tuned with no money at the bank zimbabwe cricket administrators can get a go at it to increase the standard of cricket in zimbabwe.........

What incentive would there by for any SA players of any sort of quality to come across? We wouldn't be able to match anything they'd be paid domestically in SA and they are coming here for opportunity to break in their provincial side they probably wouldn't be added all that much to the comp aside from depriving a spot to home grown talent. Having said all that I agree in principle of using foreign players to bolster stocks though I think 4 is too many.

We mentioned playing the domestic season during the offseason for the Saffers so they could come across for extra match fees .....
Having our season in the winter would work against us because our young guys would miss out on playing club cricket in England where they pick up good experience ......

I still don't understand why cricket can't be like football where people can play in other countries domestically and not lose their right to play internationally.

They can. But countries have rules on how many foreigners are allowed to play in their leagues. Therefore some players/clubs try to bend these rules by pretending that they are in fact not foreigners. It would be pretty difficult if you were Sean Ervine, for example, to argue that you are in fact a Brit when you play for Zimbabwe...

Zimbabwe have clearly relaxed these rules by picking Craig Ervine and Mire for the BD tour with out playing domestically in Zimbabwe and now also picking Choppa .......
I'm sure if some of these guys in England put their hands up they would be picked ......

Just imagine if our best players could actually take up opportunities in Australia, England, South Africa, even NZ and still be able to freely represent Zimbabwe.

To improve domestic cricket i thin the following need to be in place
1. Launch the Zimbabwe Premier League cricket -For par timer, school kids and amateurs
2. Reintroduce inter provincial cricket with a 50 over competition and 3 day competition 1 round . Players are selected firstly from the ZPL, Club leagues and Schools elite league.
3. Upgrading and wickets to suite our future bowling and batting stocks.
4. Reengage semi retired first class cricketers as coaches for ZPL teams and Provincial cricket teams.
5.Include the under 19 in the 50 over Franchise competition and the team in the 3 day inter provincial competition.
6. Have at Logan Cup and Franchise 50 over and T20 competitions have at least 2 spots reserved for Under 19 players.
