How about making the ZPL the national list A competition? Similar to the way that Bangladesh have made the Dhaka Premier Division the list A tournament over there.

Maybe ZC should just leave it to the provincial associations to organise matches amongst themselves. I mean it's getting pretty ridiculous with all these delays.
Just devolve the responsibilities to the local boards. Better to have Mashonaland and Matabeleland play a few 3 day games against each other than wait endlessly for a Logan Cup league which may or may not happen.
